Anticipatory capacity
Glossary: Resilience, published by the Department for International Development in 2016, defines anticipatory capacity as the: ‘...ability of social systems to anticipate and reduce the impact of climate variability and extremes through preparedness and planning.’
It defines anticipation costs as: ‘…the ex-ante (before the event) investments for disaster/shock preparedness’
